Through the research presented in this study, it is possible to develop a model of new growth engines based on advanced IT & CT for the next generation of related technologies. Media skin as a new urban architecture technique can be presented to contribute to the convergence of cultural arts and urban architectural environment as a authoring technology with interactive content development and verification through three-dimensional simulation. With the application of technology, a public digital cultural environment U-City can be created in the form of digital architecture and urban theme marks by developing a project that can utilize digital cultural contents as content of public functions in public places, thereby creating, sharing, and expanding the social and public interest of digital CT. In addition, it can have an opportunity to organize the damage to the aesthetics of the city by outdoor advertising media and to become an IT and global media design city. One Source Multi-Use's new digital cultural content business that combines new media hardware technology and content production technology, develops and commercialize regional-national cultural industry brands, and IT convergence generates profits through linkage and successful tasks.
